In 1996 Stewart concluded a pivotal case with the 4th Circuit Court of Appeals, State of California known as Holloway vs. Continental Maritime that found that workers engaged in local employment of a maritime nature could pursue both state of California and federal Longshore and Harbor Workers Compensation Act claims at the same time. This meant that most large employers in the State of California with workers engaging in or supporting repairs of Navy vessels in maritime and location work had to carry workers compensation insurance for state and federal compensation laws. The decision dramatically changed how insurance carriers handled work injuries along the waterfront. Stewart lives in El Cajon, California. He has two grown daughters.
