This meant that most large employers in the State of California with workers engaging in or supporting repairs of Navy vessels in maritime and location work had to carry workers compensation insurance for state and federal compensation laws. The decision dramatically changed how insurance carriers handled work injuries along the waterfront. Stewart lives in El Cajon, California. He has two grown daughters.
